More than 90 per cent of an age cohort complete secondary education but about two-thirds of them do this by following the vocational track (Konsortium Bildungsbericht 2006: 72). These figures express the persisting ideal of vocational education in Germany – studying at a university has long been an elitist concept, while master craftsmen, with their technical skills acquired through vocational education, still have a high reputation.

The normative ideal of social and vocational integration is built on the idea of ten years of schooling followed by three years of apprenticeship in the dual system alternating between workplace training in a company eligible for training, secured by a work contract, and with a fixed salary and one or two days per week in a vocational school. But this normative ideal of the German dual system is under challenge with a constant and growing lack of training places. Since the 1980s there has been an increasing imbalance between the economic realities and the educational assumptions that underpin the German dual system.
